The Civilization Preservation Treaty (CPT)
Many natural planets were discovered in the early days of space exploration. Almost all of these were underdeveloped planets. Some explorers revealed their identities to the inhabitants of these planets, not realizing the consequences that would arise from doing so.
Many felt that by providing knowledge and technology a planet would not have otherwise, it was essentially robbing that planet's inhabitants of the development process entirely.
To prevent this from happening and to make sure a planet progressed at its own rate without outside help, all entities under the Intergalactic Federation signed the Civilization Preservation Treaty which forbade any contact with underdeveloped planets except in certain circumstances (such as life endangerment).

Got a question here.
If space exploration was in it's early days, who were the inhabitants of the discovered planets, and how did they get there? Logically, it doesn't make sense unless this happened after a long period of interstellar isolation and space exploration is only just returning.
